The NSW Government has delivered a major boost to regional housing, issuing the first Pre-sale Finance Guarantees in regional New South Wales to accelerate the construction of new homes in Orange.

Backed by the Minns Labor Government’s $1 billion Pre-sale Finance Guarantee program, two projects in Orange will fast-track the delivery of 76 new homes, unlocking more than $103 million in residential development and supporting local jobs.

Unlocking Housing Supply in the Central West

The guarantees will support key developments, including 23 of 56 homes in Oakstand NSW’s $75.2 million Alchemy project on Shiralee Road, and five of 20 homes in the $28.58 million Clontarf Close project on Ploughmans Lane.

By providing financial certainty, the program enables developers to secure commercial funding sooner, allowing construction to begin earlier and deliver much-needed housing supply for the growing regional centre.

These developments are also expected to generate hundreds of construction jobs, benefiting local builders, tradespeople and suppliers across the Central West.

Building Momentum for Regional Growth

The announcement builds on recent investments in Orange, including funding for local road upgrades and the approval of 330 homes in the Redmond Place precinct, reinforcing the government’s commitment to supporting regional growth.

Since launching in September, the Pre-sale Finance Guarantee has gained strong industry interest, with more than 600 homes already accelerated across NSW and additional projects currently under assessment.

How the Guarantee Works

Under the program, the NSW Government can commit to purchasing up to 50 per cent of homes off-the-plan in approved developments, with individual properties valued at up to $2 million.

Support ranges between $5 million and $50 million per project, helping developers secure finance and move projects forward that might otherwise face delays.

With up to $1 billion allocated over five years, the revolving fund is designed to continue supporting both metropolitan and regional housing projects across the state.

Supporting Jobs, Communities and Affordability

Treasurer Daniel Mookhey said the initiative will help families move into new homes sooner while boosting local economies.

Minister for Planning and Public Spaces Paul Scully emphasised that regional centres like Orange need faster housing delivery, and the program is helping overcome key financing barriers.

Industry Welcomes the Initiative

Developers involved in the projects have praised the program for its impact. Oakstand NSW CEO David Cullen said the Alchemy development will address significant housing demand in Orange, while also delivering broader economic benefits to the region.

Ploughmans Lane Director Scott Anderson highlighted that the guarantee has enabled faster construction timelines, effectively doubling the pace of housing delivery in the Clontarf Close project.

The Pre-sale Finance Guarantee forms part of a wider package of housing reforms, including planning changes, the NSW Housing Pattern Book and large-scale rezoning initiatives aimed at increasing supply across the state.

Together, these measures reflect a coordinated effort to tackle housing shortages, support regional communities and ensure sustainable growth.
